Leased Line Access

Introduction

Online trading is a principal trading medium for China's futures market, and a special trading line facilitating online trading is an important infrastructure for the safe, reliable and steady operation of futures markets. In view of the importance of online trading, Shanghai International Energy Exchange (“INE”) has planned and built a special trading line of "two places three centers" architecture, providing a reliable trading access platform for its Members and Overseas Special Participants (hereafter referred to as “OSPs”). The Members and OSPs may apply for a leased line to access INE specific trading network for trading business.

Detailed steps

I. Application for Leased Line Access to Members, Overseas Special Participants, and Information Providers
 
1.1 Description
(1) Applying for Leased Line Access
1. The member or Overseas Special Participant reads and understands the access instructions, then fills in a Leased Line Access Application Form and sends it to the INE;
2. The INE registers and files the Application Form, and confirms whether the member or Overseas Special Participant meets the application conditions. If it does not, the INE will request supplementary material. If it does, the INE will confirm the member or overseas special participant’s application.
3. If a member or Overseas Special Participant is required to pay for leased line, it should apply to the operator. If the INE required to pay for the leased line access, it should apply hereto.
4. The carries accepts the application and grants leased line to the member or Overseas Special Participant.
 
(2) Network test
1. Leased line setup: after the leased line is installed, the carries will issue a completion report to the INE, member, and Overseas Special Participant. The INE will assign IP addresses for leased line access, and will contact the member and Overseas Special Participant to test it.
2. Network connectivity test: the member or Overseas Special Participant should test its leased line, then fill in the ‘INE Test Report on Leased Line Access’ and send it to the INE.
3. Network redundancy test: the member or Overseas Special Participant should test the quality of their leased line access as well as the redundancy, then fill in the ‘INE Redundancy Test Report on Leased Line Access’ and send it to INE.
4. Granting confirmation: After the above tests have been completed and confirmed by the INE, leased line access will be granted.
